It unites all relevant environmental impacts into a single score of environmental costs, representing the environmental\u00a0<em><strong>shadow price<\/strong><\/em><strong>\u00a0<\/strong>of a product or project.<\/p>\n<figure class=\"wp-block-image size-large is-resized\"><img fetchpriority=\"high\" decoding=\"async\" class=\"wp-image-14348\" src=\"https:\/\/ecochain.com\/wp-content\/uploads\/2023\/05\/Schaduwkosten-1024x1024-1.png\" sizes=\"(max-width: 447px) 100vw, 447px\" srcset=\"\" alt=\"The shadow costs of a project or product are also called the societal costs. \" width=\"447\" height=\"447\" \/><\/figure>\n<p>Generally, most of the emissions of a product are not created at a production facility, but <em>along<\/em> the supply chain. This can be measured by conducting a\u00a0<a href=\"https:\/\/ecochain.com\/blog\/life-cycle-assessment-lca-guide\/\" target=\"_blank\" rel=\"noreferrer noopener\">Life Cycle Assessment (LCA)<\/a>.<\/p>\n<p>Because the environmental data comes from many different sources, the environmental impacts that are measured vary\u00a0<em>a lot<\/em>: They all are measured in different\u00a0<a href=\"https:\/\/ecochain.com\/blog\/impact-categories-lca\/\">impact categories<\/a>.<\/p>\n<p>For that reason, these numbers can become hard to compare. This is where the Environmental Cost Indicator comes into play: As a single-score indicator, it simplifies and unites different environmental data points into one (monetary) number.<\/p>\n<p>As a result, we are left with one indicator that can be compared across industries.<\/p>\n<p>In this article, you will learn what the Environmental Cost Indicator (ECI) is, what it is used for and how it can be calculated.<\/p>\n<p><em><strong>Important to note:<\/strong> Due to the revised European EPD norm the EN15804+A2, the ECI will change. You can read more about the <a href=\"https:\/\/ecochain.com\/blog\/en15804-consequences\/\" target=\"_blank\" rel=\"noreferrer noopener\">EN15804+A2 here<\/a>.<\/em><\/p>\n<h2 class=\"wp-block-heading\">Public Procurement with the Environmental Cost Indicator (ECI)<\/h2>\n<p>In The Netherlands, <a href=\"https:\/\/www.government.nl\/documents\/policy-notes\/2016\/09\/14\/a-circular-economy-in-the-netherlands-by-2050\" target=\"_blank\" rel=\"noreferrer noopener\">circularity and green public procurement are becoming increasingly important<\/a>. Thus, the results of\u00a0<a href=\"https:\/\/ecochain.com\/blog\/life-cycle-assessment-lca-guide\/\" target=\"_blank\" rel=\"noreferrer noopener\">Life Cycle Assessments (LCA)<\/a>\u00a0are gradually being adopted for this purpose.<\/p>\n<p>Recently, results from LCAs are used increasingly in public procurement tenders, especially in the Dutch construction sector. In these tenders, the Environmental Cost Indicator (ECI) is used as an important criterion to determine the winning bid.<\/p>\n<blockquote class=\"wp-block-quote is-style-large\"><p>In The Netherlands, the Environmental Cost Indicator (ECI) is known as <a href=\"https:\/\/mvonederland.nl\/dossier\/rekentools-en-standaardisering\">Milieu Kosten Indicator (MKI)<\/a><\/p><\/blockquote>\n<h3 class=\"wp-block-heading\">How ECI is being used in tenders<\/h3>\n<p>Above all, the ECI value ensures that the environmental performance of different contractors can be compared objectively.<\/p>\n<blockquote class=\"wp-block-quote\"><p>\u201cECI value ensures that the environmental performance of different contractors can be compared objectively.\u201d<\/p><\/blockquote>\n<h4 class=\"wp-block-heading\">Discounts through lower environmental costs<\/h4>\n<p>By providing an Environmental Cost Indicator for their project, the contractors can receive a fictional discount on their offer. As a result, the offer with the lowest environmental costs receives the highest discount.<\/p>\n<figure class=\"wp-block-image\"><img decoding=\"async\" class=\"wp-image-1783\" src=\"https:\/\/ecochain.com\/wp-content\/uploads\/2023\/05\/eci_discount-1.png\" sizes=\"(max-width: 1000px) 100vw, 1000px\" srcset=\"\" alt=\"Environmental Cost Indicator (ECI) Discounts in Tenders\" width=\"1000\" height=\"738\" \/><figcaption>Environmental Cost Indicator (ECI) Discounts in Tenders<\/figcaption><\/figure>\n<p>This means that, even if the actual price of the offer is higher, a better environmental performance increases the chance to win the tender.<\/p>\n<h4 class=\"wp-block-heading\">Maximum ECI for contract requirements<\/h4>\n<p>In other cases, ECI values also serve as thresholds, where maximum ECI values are incorporated into contract requirements. Input data<\/h3>\n<p>First, we need to collect the data on raw materials, semifinished products, processes, and energy used in the product or process we are trying to analyze.<\/p>\n<h3 class=\"wp-block-heading\">2. Calculation of Emissions<\/h3>\n<p>Now, we evaluate the emissions these inputs cause \u2013 for example, CO\u2082, PO\u2084\u00b3\u207b, and NOx.<\/p>\n<h3 class=\"wp-block-heading\">3. Characterisation into Impact Categories<\/h3>\n<p>In this step, we characterize our emission data into <a href=\"https:\/\/ecochain.com\/blog\/impact-categories-lca\/\" target=\"_blank\" rel=\"noreferrer noopener\">impact categories<\/a>.<\/p>\n<h4 class=\"wp-block-heading\">Quick Overview: Impact Categories<\/h4>\n<p class=\"has-very-light-gray-background-color has-background\">You can get a more detailed overview on impact categories in our main article:\u00a0<a href=\"https:\/\/ecochain.com\/blog\/impact-categories-lca\/\">Impact Categories (LCA)<\/a><\/p>\n<p>The emissions generated during the life cycle of products and projects are converted into impact categories, such as climate change (GWP) or toxicities. These conversions are based on complex scientific models, which take into account the emissions to air, water, and soil, and a number of substance properties such as biodegradability, volatility, solubility, toxic mechanisms, and so on.<\/p>\n<h4 class=\"wp-block-heading\">4. Weighting of Impact Categories<\/h4>\n<p>However, with a list of impact scores for a number of categories, comparisons between products may still be difficult or inconclusive. In order to create a single, comparable number like the ECI, the scores need to be weighted and merged.<\/p>\n<p>The environmental impacts are weighted based on the\u00a0<em>shadow price method<\/em>. In the right diagram, the same data is translated into the environmental cost indicator in euro.
